City of Winnipeg preliminary budget impacts WAPSO membership

The City of Winnipeg tabled its 2014 Preliminary Budget for Operating and Capital in a meeting of the Executive Policy Committee today at City Hall.

Contained within the proposed 2014 budget are cost-savings measures which include:

  • Reducing WAPSO and WAPSO exempt positions for an annualized saving of $2 million.
  • Mandatory unpaid furlough days for next Christmas (3 ½ days) for non-essential personnel, inclusive of all bargaining groups.
  • $14.1 million in vacancy management.

Members of the WAPSO executive attended this meeting. This was the first exposure WAPSO had to this detailed budget information and the cost saving measures which directly affect our members.

"We were advised at the meeting that they plan to achieve these cost savings through position vacancy management and attrition, but in the end this will affect our people," said WAPSO-IFPTE Local 162 President Andrew Weremy.

"The unpaid leave will affect both our members who want to continue to work and citizens who won't be able to access City programs and services during this time."

WAPSO will be attending the various standing committee meetings scheduled for the next two and a half weeks, and will make a presentation on behalf of our membership at the December 17th meeting of City Council.
