Update - Mandatory 3.5 Days of Unpaid Leave

Background

On December 17, 2013, City Council approved the 2014 Budget which included the cost-saving measure of having non-essential civic employees take 3.5 days of unpaid leave between Christmas and New Year’s Day, 2014.

When these “furlough” days were first proposed during the preliminary budget process WAPSO asked for, and received, a legal opinion from our lawyer regarding the City's right to impose unpaid time.

We believe the opinion received provides an argument that the construction of our Collective Agreement would prohibit the City from imposing their plan on WAPSO members. We have shared this with the City.

Recent Developments

Your Union leadership has met with the Mayor, and is making arrangements to meet with the Chief Administrative Officer to further discuss this important labour relations issue.

Recently, members have reported that direction has been given to some areas to not permit employees to book vacation between December 22nd through January 9th, 2015. This apparent conflict will also be raised with the CAO.

“We continue to consult with our legal counsel, and meet and work openly with our employer to clarify and resolve this issue," said WAPSO-IFPTE Local 162 President, Andy Weremy. "We understand this adds more stress to our workplaces and life, however, we ask for your continued patience as we work through these concerns.”
